Abstract

This study evaluates the Allen Avenue Intersection functions due to influx of vehicular and pedestrian traffic resulting from several commercial activities in the area, applying the Highway Capacity Method, a widely used tool for analyzing traffic flow and determining the capacity of roadways and intersections. The method was applied to Allen Avenue intersection to identify areas of improvement on its functionality. Traffic volume, lane geometry, signal timing and intersection control types were used as parameters measure. The result shows that the HCM used at the intersection, has high level of service in terms of traffic flow with capacity of 780 vehicles per stop on 3 lanes in each of 2-arms of the intersection per hour at the peak period, while at the off-peak period 120 vehicles per hour at the intersection, while other 2-arms with 1-2 lanes have 312 vehicles in an hour at the intersection at the peak period while 60 vehicles are what is obtainable at the off-peak period. The Intersection has a low delay per vehicle and a high level of safety. Based on this, recommendations are suggested for improving the functionality of the studied intersection like implementing traffic calming measures, to reduce speed and improve safety, improve and maintain the existing traffic calming devices. In conclusion, the HCM analysis shows that the Allen Avenue intersection currently functions well, but not in all Arms, thereby affecting the intersection. Improvement and further studies are needed by implementing the recommended measures for more evaluation of the long-term.
